Almeria’s ongoing transformation of the Port-City area is moving into a decisive phase. Following the opening of the first section of the revitalised Levante Pier earlier this year, the local Port Authority (APA) is now pushing forward a bold plan for a signature building that will reshape the entire maritime front. This structure is set to replace the existing Maritime Authority and Rescue buildings, building a striking presence in the city’s skyline and strengthening the Port’s connection with Almeria’s urban fabric.

The planned building will creatively integrate the historic Rescue Tower, preserving it as a unique architectural element that will be converted into a public viewing platform offering panoramic sea views. Rather than expanding the footprint or increasing the area allowed for development, the project cleverly pools existing buildable space to create a more impactful and concentrated volume. In doing so, it unlocks central parts of the pier, opening up public access and green space where current facilities now stand.

A Mix of Social, Cultural, and Leisure Uses Under Consideration

While the architectural form is becoming clearer, the final programme of uses is still being shaped. The Port Authority has attracted early interest from private hospitality and cultural operators, with possibilities including a theatre or auditorium alongside bars and restaurants. Other options under consideration span a hotel, sports centre, or even a casino, reflecting a broad vision for a vibrant, multifunctional landmark designed to appeal to residents and visitors alike.

The APA, led by president Rosario Soto, is notably cautious in providing firm commitments, highlighting that all decisions will prioritise what best serves the city rather than short-term commercial gain. The Authority funds improvements through business revenues within the port sector, reinvesting approximately 27 million euros of its own capital into this extensive urban integration project. Soto has emphasised the exceptional location, describing it as prime land unmatched anywhere else in the province, and committing to thorough planning to ensure the highest quality outcome for Almeria.

Reorganising the Pier to Enhance Public Access and Urban Continuity

A key aspect of the project involves reconfiguring the pier’s layout to provide a continuous public promenade along the sea edge. Currently, a central road bisects the space, limiting seamless access; the plan is to reroute this traffic artery to the periphery, thereby extending pedestrian zones.

The demolition of the Maritime Authority and Rescue facilities is scheduled to free up space to concentrate the new build adjacent to the Rescue Tower. This will create three main structural volumes: two mid-rise blocks of 38 and 20 metres respectively, plus the 55-metre-tall preserved tower. The combined surface area dedicated to construction will total just under 8,000 square metres, part of the larger 12,000-square-metre development allowance for the sector.

With height and mass carefully regulated, the composition promises to create balance between opening views to the sea and making a confident architectural statement. Alongside preserving and adapting the Rescue Tower into a public lookout, the design calls for multi-use spaces with hospitality and cultural amenities infused with spectacular maritime panoramas.

Relocating Port Authorities and Expanding Facilities Behind the Scenes

To make space for the project on the pier, the Maritime Authority and Rescue services are to be relocated to the industrial port area. The APA has commissioned TRAGSA to oversee the redesign and refurbishment of part of the Control Post building to comfortably house these entities.

This renovation involves adapting roughly 1,500 square metres on the building’s second floor, with dedicated entrances for each organisation and reserved parking for staff. The project, budgeted at 2.4 million euros and due for completion within 13 months, is an essential front-end step for unlocking the pier’s potential for public and commercial use.

Complementary Dining Facilities on the Levante Pier

Alongside the landmark building, the redevelopment plan includes upgrading dining options on the pier with two large, modern kiosks. Originally three were planned, but one was removed to increase space for the main building. These kiosks will be part of a concession process expected to launch in September, creating fresh opportunities for restaurants or cafes right on the waterfront.

The overall timetable depends on approval from the Council of Ministers for the second phase of the Port-City project. If everything proceeds on schedule, the port authorities should move to their new premises by summer 2028, the kiosks will be operational, and work will be underway on the flagship building — a defining chapter for Almeria’s maritime identity and urban cohesion.

Cold weather in Almeria: early winter temperatures arriving this week

The State Meteorological Agency (AEMET) is forecasting a marked change in the weather across Spain in the coming days as a mass of very cold air arrives from higher latitudes. Temperatures will fall gradually, with values more typical of winter than mid-November.

According to AEMET, frost is expected from Tuesday onwards, becoming more widespread and intense as the week progresses. The cooling will be felt across much of the country and will also reach the province of Almeria, which has enjoyed relatively mild conditions until now.

The drop in temperatures will be most noticeable from Friday 21 November, when this early arrival of winter is expected to be fully felt in Almeria. Saturday should bring a very similar situation, with cold days and even colder nights, especially away from the coast.

Inland villages: sub-zero nights and sharp drops

In inland municipalities such as Bacares, Oria, Serón, María, Chirivel, Vélez Blanco and Vélez Rubio, forecasts point to sub-zero minimum temperatures. In some of these areas, both daytime highs and night-time lows could fall by around 10 °C compared to recent days.

Coastal areas: milder but noticeably colder mornings

Along the coast, the change will be more moderate, but residents in towns such as Almeria city and the Levante and Poniente coasts will also feel the colder air. The most noticeable difference will be in the night and early-morning temperatures, which will drop clearly compared with the start of the week.

For the start of the week, AEMET is forecasting partly cloudy skies with occasional light rain in the province, more likely and heavier over the mountains during the afternoon. Temperatures will already be on a downward trend, with light to moderate westerly winds.
