TL;DR: The Andalusian government has launched a 30-year concession tender for managing and modernizing Almerimar port in El Ejido , requiring at least €10 million investment to upgrade facilities and improve integration, accessibility, and sustainability.

Tender Launched for Almerimar Port

Tender Launched for Long-Term Port Management

The Andalusian Regional Government, through its Public Ports Agency (APPA), has officially opened a public tender to select the company that will manage the port of Almerimar in El Ejido for the next 30 years. This move follows the refusal of a 25-year extension sought by the current concessionaire, Almerimar SA, who had planned upgrades the administration deemed insufficient. The bidding process is tied to an estimated annual fee totaling approximately €1.4 million.

Visiting the Port and Submission Process

Interested businesses and organisations aiming to take on this concession have a chance to see the port’s current condition firsthand. A scheduled visit to the facilities will take place on 30 September, with registrations closing two days prior on 28 September, allowing potential bidders to better understand the scope of the project. Details about the visit—such as start times and meeting points—will be shared publicly on the official Puertos de Andalucía website the day before.

Investment and Modernization Requirements

One of the core stipulations for the new managing company is a commitment to invest a minimum of €10 million within the first four years, with up to six years allowed to fully execute these improvements. The objective is to refurbish the infrastructure, modernize the marina, and enhance services. Should the concessionaire exceed the minimum investment, the operation period may be extended beyond 30 years by up to 40 years—with each extra million spent adding potential years to the concession.

Scope of the Port Facilities

The concession covers a substantial area of over 383,000 square meters, which includes three marinas, the port’s entrance, the exterior breakwater, and nearly 1,000 mooring spots. Within this space lies a shipyard with 25,000 square meters, along with approximately 10,000 square meters of buildings including the control tower, yacht club, church, various commercial establishments, terraces, and parking areas.

Modernization Elements and Sustainability Focus

The selected operator must present a detailed development proposal aiming to improve port-city integration and create a recreational nautical space. This includes providing at least 260 berths for vessels up to 10 meters long and services like fuel supply and travel lifts for recreational boats. The proposal should also address climate resilience by improving dock accessibility and prioritizing floating infrastructure over fixed ones to better adapt to environmental changes.

Upgrades to quay walls, mooring points, slipways, and port service buildings are required. The plans will also define pedestrian routes and consider changes to existing buildings, except for the Church of Nuestra Señora del Carmen, which will retain its current location and use, near the leisure-focused “Edificio Jaleo.” Additionally, the project aims to reduce internal vehicle traffic within the port, promote dissuasive parking solutions, and encourage sustainable transport methods such as bicycles, public transit, and electric vehicles.

This tender positions Almerimar port on a path to modernisation that reflects contemporary demands for environmental sustainability and urban integration, supporting both the local community and its maritime activities for decades to come.
